<p>The Neutral Tax plan was included in the Joint Committee on Tax Reform&#8217;s Working Group Report and is available for download directly from the Ways and Means web site: <a href="http://waysandmeans.house.gov/uploadedfiles/americans_for_federalism.pdf" target="_blank">http://waysandmeans.house.gov/uploadedfiles/americans_for_federalism.pdf</a></p>

<p>&#8220;&#8230;The Neutral Tax gives states incredible freedom. As they replace the federal government as the primary tax collectors, states will be free to experiment with whatever sort of tax structure they like. For example, you could see some states enact the flat tax, others opt for the fair tax or 9-9-9, others keep a progressive tax, and others tinker with their tax code to incentivize business growth. No matter how a state taxes, it will need to generate enough revenue to both pay its own bills and send the federal government a check&#8230;..&#8221;</p>

<p>&#8220;&#8230;This solution is unique in that it allows for states to adopt a tax system that works best for it’s citizens… as I support a consumption tax and was a huge proportionate of the 9-9-9 tax plan, The Neutral Tax allows individual states to move into a consumption tax structure (if they choose) that will increase revenue while revealing the heavy tax burden it’s citizens currently carry. It’s definitely worth serious consideration&#8230;.&#8221;</p>

<p>I’ve always been a proponent of a flat tax, and particularly Steve Forbes’ plan in which the first $30,000-40,000 of individual income was exempt from income tax and an 18 percent rate was to kick in after that. I never could understand the objections to that plan and why it never got close to a serious hearing in Congress.<br />
That said, I never really had a problem with the Fair Tax Mike Huckabee and others have been pushing for the last few years. Replacing the income tax system with a national consumption tax is a perfectly good idea which would spur economic growth. But the Fair Tax is an awfully heavy lift, because before it would ever garner any real support from economic conservatives you’d have to repeal the 16th Amendment. You can’t have an income tax in place at the same time as a consumption tax; that’s an invitation to even less fiscal discipline than we have now.<br />
<b>But there’s a third option which has just made its debut, and the more I look at this one the better I like it. It’s called the Neutral Tax&#8230;</p>
